The 'Refresh the Development Goals Milestones' project was carried out by the State Services Commission in 2007. At the request of the State Services Commissioner, Howard Fancy led a round of conversations with senior State Services personnel, to inform the project. He compiled this discussion paper in May 2007, and followed it with his final report to the SSC Senior Management Team at the conclusion of his consultation (Draft Milestones for 2015 - Report for the State Services Commission) - in July 2007.

The refreshed milestones resulting from the project were released in Transforming the State Services: State of the Development Goals Report 2007.
