Development Goals for the State Services

The Development Goals programme provides a framework for improving the performance of the New Zealand's State Services. The Goals have the support of Government and are jointly led by the State Services Commission, the Treasury and the Department of the Prime Minister and Cabinet.

The Development Goals for the State Services provide a framework for delivering the next generation of State Services. The ideas behind these goals are not new, but, by making them clear and visible, and by setting timelines for progress, a clear agenda has been set for the State Services.

The Development Goals do not outline what outcomes the State Services will achieve - that is a matter for government policy. The goals are aspirations for how the State Services will be configured and perform.

The 2011 and 2015 milestones, and the progress indicators for each goal are defined fully in the State of the Development Goals Report 2007 - 'Transforming the State Services'. The 2007 report introduces a new goal - the Value-for-Money Development Goal, and the Excellent State Servants goal is merged with the Employer of Choice goal.
