This report, part of the New Zealanders' Experience Research Programme, takes a focused look at access to service delivery in one region. The Rotorua Research Pilot was carried out to obtain information about the 'Accessible State Services' Development Goal for the State of the Development Goals Report 2006.
The pilot was carried out in March and April 2006. It researched the accessibility and responsiveness of services in Rotorua. The pilot was to assess whether barriers to access existed for communities in Rotorua and to learn about what works to improve access. The researchers used qualitative methods, including interviews with 19 agencies, intermediaries or community organisations, and three focus groups.
